Overview of the UK Logistics Network Report: Key Recommendations and Insights for Wales



The UK Logistics Network has undertaken key research to help understand ways to better address bottlenecks in the current UK logistics network with the view of providing key recommendations on ways to modernise infrastructure that will drive growth, achieve decarbonisation targets, and enhance resilience. For Wales, with its strategic corridors like the M4 and A55 and its key role in UK-Ireland trade via Holyhead, these challenges and opportunities are particularly significant. This overview focuses on the report’s key recommendations, highlighting how targeted investments and strategic collaboration can unlock the nation’s logistics potential while supporting regional economic development.


Key Recommendations:

  1. Identification and Long-term Strategy

    The Department for Transport (DfT) is urged to implement a 30-year investment strategy to make the network more efficient and integrated. A focus on linking transport infrastructure to international gateways, including Welsh ports like Holyhead, is essential.

     

  2. Alignment of Energy and Transport Goals

    The DfT and the Department for Energy Security and Net Zero must align infrastructure strategies with low-carbon objectives. This includes supporting hydrogen and electric vehicle infrastructure, which is critical for Wales to remain competitive in the logistics sector.

     

  3. Integrated Infrastructure Planning

    Recommendations include producing system-wide infrastructure plans that account for road, rail, and maritime transport rather than a mode-by-mode approach. For Wales, this holistic strategy can better address the unique needs of its logistics flows, especially along east-west corridors.


  4. Improved Partnership with Devolved Governments

    Enhanced collaboration between the UK and devolved governments is vital to ensure that regions like Wales have a voice in transport decision-making. This can help prioritize projects like upgrades to the M4 and A55 corridors.

     

  5. Rail Electrification and Capacity

    Electrification of rail freight routes and capacity upgrades are highlighted. For Wales, better rail connectivity and electrification can reduce reliance on road freight and align with decarbonisation goals.


  6. Prioritisation of Major Road Projects

    The DfT is urged to expedite road improvements, including key corridors like the M4, which serves as a critical artery for Wales' economy.

     

  7. Modernising the Planning System

    Protecting land near transport corridors for logistics and streamlining planning processes is recommended to support future growth, benefiting regions with strong trade links, such as South Wales.

 

For Wales, the report emphasises the importance of targeted investments in the M4 and A55 corridors, greater rail capacity, and low-carbon infrastructure. Improved partnerships between the UK and Welsh governments will be key to addressing infrastructure gaps, supporting logistics growth, and achieving decarbonisation goals.
